Where Is the Alleged Holloman Film?
Recording from a science of consciousness conference in San Diego, Danny Sheehan takes up Jay Stratton’s new book and its account of a filmed 1964 meeting at Holloman Air Force Base, and asks Congress to go find the film.
Sheehan recorded this episode at The Science of Consciousness 2026, a scientific conference in San Diego where he spoke on UAP disclosure and its implications for the study of consciousness. He describes the conference’s discussions of telepathy, remote viewing and the biology of consciousness, and explains why NPI is building ties with the consciousness research community, including the Institute of Noetic Sciences founded by Apollo 14 astronaut Edgar Mitchell. The goal, he says, is to make sure the government’s encounter with the phenomenon does not produce a hostile military response.
The episode’s news is Jay Stratton’s memoir, Out of the Shadows, published by William Morrow on October 13. Stratton helped create the Pentagon’s AAWSAP program and later served as the first director of the UAP Task Force. According to early reviews, the book recounts what senior CIA and Air Force contacts told him about a 1964 meeting with non-human beings at Holloman Air Force Base in New Mexico, and says the film of it was later moved to a vault at Kirtland Air Force Base; Stratton writes that he looked for the film and did not find it. Sheehan, who has spoken about the Holloman account for years and dates it to April 26, 1964, calls it the most easily provable case on record, and asks Congress to subpoena the film. The Holloman story first reached the public through a 1974 documentary whose alleged Air Force footage was described but never shown.
Sheehan connects the book to a wider moment: David Grusch’s September 30 interview with Joe Rogan, and the House-passed Burlison amendment to the 2027 defense bill, which would create an independent, Senate-confirmed UAP Records Review Board with subpoena authority. Congress returns November 9, after the election. The Senate has not yet passed its version of the defense bill, and House and Senate negotiators are expected to work out a final version in November and December.
The second half turns to the law. Sheehan argues that a hidden “legacy” program operating outside the knowledge of presidents and Congress is unconstitutional, says Congress should start subpoenaing witnesses, beginning with retired Adm. Bobby Ray Inman, whom he believes has knowledge of the program, and explains why he opposes blanket amnesty for program insiders. He prefers targeted immunity in exchange for sworn testimony, the approach prosecutors use in major criminal cases, and he warns Congress against immunity deals that let witnesses escape responsibility, a lesson he draws from the Iran-Contra prosecutions. The 2023 Senate UAP Disclosure Act, which he cites, defines “legacy program” and found that legislation was needed “to restore proper oversight over unidentified anomalous phenomena records by elected officials in both the executive and legislative branches.” The episode closes with a call to join Citizens for Disclosure, which he says now has teams in 43 states.

So a subpoena needs to be issued for this immediately, and view this video and move from there. I think this is the most easily provable case, and that we ought to move on this immediately.

Key passages
Why NPI is at the conference
“Our New Paradigm Institute, as you well know, is very much dedicated to trying to make sure that the encounter that our military officials and intelligence officials are having with the UFO vehicles and their occupants does not generate an adversarial, hostile military type response on the part of our national security state officials”
What Congress should do with what it has
“This should be the adequate information that is needed by the Congress to go forward and to insist upon setting up their own congressionally approved board of review with subpoena power to extract the additional information out of the people in the executive branch”
On a 1947 directive as a defense
“No president, in a particular executive order back in July of 1947, has the authority to authorize people over an 80-year period, people who’ve never seen the president, never seen the directive, have never had any kind of contact with Truman, to continue that type of a program”
On immunity
“Congress needs to undertake its own investigation, exercising its authority to grant limited immunity to some of these witnesses, and exercise extreme care in doing that, because you do not want these people to be able to assert the fact that they’ve been given limited immunity to testify behind closed doors to the Congress to exonerate them from any kind of criminal responsibility”
On Citizens for Disclosure
“We now have teams in 43 of the states right now. We need to have members in all 50 of our states”
