Danny Sheehan responds to a NewsNation report that the United States has begun bringing down UAP, and walks through what would follow, legally and constitutionally, if the reporting were confirmed.

The episode opens on the state of play in Washington. Both chambers had gone home for August — the House due back September 7, the Senate September 15 — leaving the Burlison amendment and its independent review board pending, and leaving the campaign season as the place where the issue gets pressed. NPI’s ask is unchanged: put the pledge card to every candidate in all 435 House races and the 35 Senate seats on the ballot.

Then the news that prompted the episode. On August 9 and 10, the journalist Ross Coulthart reported — on his own account, citing sources he says he trusts completely — that President Trump had personally authorized a secret effort, run out of the White House and involving the Pentagon and the Director of National Intelligence, to bring down UAP and recover the technology. Sheehan recounts Coulthart’s reporting that the activity centers near El Paso and the White Sands ranges, that craft are being disabled rather than destroyed, and that personnel associated with the Skywatcher project have been drawn into it. He also relays Coulthart’s framing of a central ambiguity: whether the president understands the objects as Chinese surveillance drones, or as something else.

Sheehan’s own contribution is the legal analysis, and he keeps it conditional throughout. His argument is that the significance turns on who is doing it. An unacknowledged program run by a quasi-private legacy group, he says, could be pursued as a criminal racketeering matter. The same activity conducted openly by the White House through the Department of Defense would be something else entirely — a state act with no deniability behind it, which he argues could be understood as an act of war against another civilization, and which would raise the question of what Congress had been told. He closes by asking people to watch Coulthart’s report for themselves, and says NPI intends to try to establish whether it is true.

Ross Coulthart published this claim on August 9, 2026 and covered it on NewsNation’s Reality Check. It rests on unnamed sources. As of publication there has been no official confirmation, and the White House did not comment. Nothing on this page should be read as the New Paradigm Institute asserting that the reported program exists — the episode is Danny Sheehan’s legal analysis of what would follow if it were confirmed.
