Daniel Sheehan’s A–Z: Twenty-Six Points on the UAP Phenomenon
Introduction
Daniel Sheehan, NPI’s founder and chief counsel, has spent years litigating and researching this issue. Along the way he worked out a way of organizing what gets claimed about the UAP phenomenon: twenty-six propositions, lettered A through Z. He first walked through the whole list on the Full Disclosure podcast of June 18, 2026.
We publish it because it is useful. Laid out in order, the claims are far easier to weigh, since you can see at a glance which ones rest on documents and which rest on something thinner.
Every point below carries two things. His words, quoted. Then what the public record actually holds on the same question: a released government file, testimony given under oath, a case examined elsewhere in this library. Where the record is silent, we say so.
Each point also carries a tag. Here is what they mean.
Documentary record The government’s own released files bear on this directly.
Sworn testimony Asserted under oath before Congress. That is evidence, though not the same thing as a document.
Witness testimony Rests on accounts that no document or physical evidence has corroborated.
Inference A reading drawn from the other points. These are the furthest-reaching claims on the list.

Transmedium behavior has been described in congressional testimony, including by former Navy pilot Ryan Graves, and Defense Department video shows objects moving in ways consistent with it. The claim about bases beneath the ocean is a separate matter, and nothing documents it.

One document is worth noting here. The Advanced Aerospace Weapon System Applications Program’s Statement of Objectives, dated July 18, 2008 and released in the sixth PURSUE tranche in September 2026, lists “spatial/temporal translation” among eleven subjects it told contractors to study. That tells us what the Pentagon was asking about. It does not tell us what the Pentagon found. The AAWSAP solicitation had also been sitting on The Black Vault for years before PURSUE released it.

Italian researchers have worked this case since the 1990s. The dates cited vary, most often June 13, 1933 and sometimes April 11, and the documents at the center of the story are disputed. Our case study treats it as an alleged encounter and lays out what is known.

Sightings at nuclear installations are in the released files. The second PURSUE tranche includes a file on UAP reported at Sandia Base, the nuclear weapons facility outside Albuquerque, between 1948 and 1950, with Department of Energy material from Los Alamos beside it. The harder part of this claim, that objects interfered with or shut down weapons systems, rests on veterans’ testimony rather than on documents.

Well supported. The first PURSUE tranche ran past a gigabyte of War Department holdings from the 1940s and 1950s, including boxes of numbered incident summaries and a 1949 file labeled Flying Discs. Capt. Edward J. Ruppelt, who ran Project Blue Book, told an audience in March 1952 that about a fifth of some 800 investigated reports had no explanation. His transcript and a recording of the talk came out in September 2026. Worth reading alongside it: the CIA’s own history of its overhead reconnaissance programs, released in the third tranche, credits more than half of UFO reports from the late 1950s through the 1960s to U-2 and OXCART flights.

The one source on record is Dr. Eric Davis, in the 2025 documentary The Age of Disclosure, recounting a 2003 conversation with President George H. W. Bush. No document supports it. The account goes back to a 1974 film by Robert Emenegger and Allan Sandler in which an alleged Air Force landing film was described but never shown, and the date shifts between tellings.

There is documentation for an official campaign to shape how the public saw the phenomenon. The Scientific Advisory Panel on Unidentified Flying Objects, known as the Robertson Panel, met in January 1953 and its report came out in the third PURSUE tranche. It recommended a public education campaign to “strip the Unidentified Flying Objects of the special status they have been given,” a policy of debunking reports, and surveillance of civilian UFO organizations. The same panel found no evidence of extraterrestrial visitation. Its report has been substantially public since 1966. Retaliation against individual whistleblowers was the subject of sworn testimony in 2023.

“There is major proof that, ever since the Roswell UFO crash recovery, there has existed a concealed, U.S.-government-created UFO legacy program.”

A multi-decade retrieval and reverse-engineering program was asserted under oath in July 2023, and it is the premise of the legislation NPI has worked on. The rest of this point goes further than anything testified to publicly or released: that live non-human beings were captured and interrogated, and that US military planning happens alongside them.
