The New Paradigm Institute Calls for Binding Executive Order and Assertion of Direct Congressional Control Over Full and Immediate UFO/UAP and ET/NHI Disclosure

Take action now, and send a pre-written letter to President Trump and call for immediate executive action on UAP/UFO Records

Today, the New Paradigm Institute (NPI) of the Romero Institute issued the following statement:

NPI welcomes President Donald J. Trump’s announcement promising to direct the relevant executive branch departments and agencies to identify and release government files “related to alien and extraterrestrial life, unidentified aerial phenomena (UAP), and unidentified flying objects (UFOs),” and related matters. This is a long-overdue step toward transparency. But genuine disclosure will require more than the executive branch simply promising to locate such documents. We need robust processes, clear definitions, and enforceable direct congressional participation in compelling full disclosure to ensure that the public finally learns everything that our government knows about non-human intelligence (NHI) and “anomalous technologies” commonly known as UFOs/UAP.

First, we urge President Trump to immediately direct all agencies and departments to conduct comprehensive searches for responsive records and to immediately deliver them, without redaction, to the UAP Records Collection established by Congress in the FY 2024 National Defense Authorization Act (NDAA). These materials must be transferred to the National Archives immediately, so that an independent review can begin at once.

Second, an Executive Order - as well as an Act of Congress - must define key terms, non-human intelligence (NHI)/extraterrestrial intelligence (ET), unidentified anomalous phenomena (UAP), flying discs/disks, flying saucers, unidentified flying objects (UFOs), unidentified submerged objects (USOs), and technologies of unknown origin (TUO), and set binding timelines for agencies to locate, declassify, and transfer records. These acts must also mandate clear interagency roles and the role of Congress, including regular public reporting on progress, and enforceable penalties for noncompliance enacted by Congress.

Third, Congress must finally enact legislation creating — and appointing — the members of a permanent oversight body with full authority to review both classified and unclassified UFO/UAP and ET/NHI materials and make recommendations to Congress governing public disclosure. Statutory requirements must compel executive branch agencies to disclose findings on crash retrievals, reverse-engineering efforts, biological studies, and any other programs involving anomalous phenomena. Lawmakers must also require the recovery, accounting, and transparent custody of TUO and all biological evidence of NHI/ETs related to UFOs/UAP held by private defense contractors.

Fourth, enhanced whistleblower protections are essential to encourage credible disclosures by government employees, contractors, and others without fear of retaliation. Such legislation must guarantee swift investigation of claims and appropriate remedies for those who expose wrongdoing in UFO/UAP and ET/NHI investigations.
